03/25/19 – State v. Gladys Lugardo-Hemple

Defendant Gladys Lugardo-Hemple, age 71, of Smith Street, Bridgeton, was charged by way of the attached Accusation with Theft By Deception-Third Degree; Theft by Failure to Make Required Disposition of Property Received-Third Degree; Misapplication of Entrusted Property and Property of Government or Financial Institution-Third Degree; and, Theft by Unlawful Taking or Disposition-Third Degree. The Accusation charges that on or about May 21, 2018 Defendant, who was then a member of the City of Bridgeton Housing Authority, unlawfully took funds belonging to the Housing Authority in the amount of $22,031,.97.

On March 25, 2019 Defendant appeared in Superior Court, Cumberland County, before the Honorable Robert G. Malestein at which time she waived presentation of the matter and the State filed the Criminal Accusation setting forth the charges listed above. An Order was entered permitting Defendant to enter into the Pretrial Intervention (PTI) Program. The PTI Order set forth three separate conditions precedent to entry into PTI:

(1) Defendant shall forfeit present and future public employment in the State of New Jersey.
(2) Defendant shall and already has resigned her public employment with the Bridgeton School District.(3) A three year period of PTI, which shall include a substantial period of community service, to be determined by the Probation Department.

Defendant previously made full restitution in the amount of $22,031.97.
